For me, not being able to read what is written is a reason not to sign up. Some of the instructions on the Internet are 6-14 years old, so a lot may have changed.

I've now dared to do it via Hi.exchange. It's worked out!
Fees:
$333.46 from PerfectMoney to Hi.exchange.. $1.66 for PM.
$331.80 from Hi.exchange to PayPalUSD.... $9.00 for Hi.
$322.80 minus $17.99 for Paypal!
So I received $304.81 and paid $28.65 in fees...
Well, better than $109!
I think I'll get a Skrill or Neteller account again. This back and forth should have been a lesson for me

No such issues with Skrill. Ordered the Xfer on Saturday , it said 3 working days, money arrived on Monday in my account.

Sadly this will be history
I have to figure out how to sign up payeer and other payment tools.

It's not hard for me, I'm such a slick, learn to use VPN to bypass restrictions.
either way, it's unpleasant.
