So fee to cashout for PP went up from 1% to 2% AND and add'l $0.01 added on to of that?

Last time I cashed out to PP, the fee was a simple 1%. Now the fee is 2% & you added an add'l $0.01 on top of that? When did that happen & did you announce it anywhere? I should have cashed out when I qualified again rather than earning more & waiting to cash out. Did the fees go up with GPTPlanet too? Not only that...ads are less per day now at ScarletClicks and even less at GPTPlanet. Almost not worth it anymore.
