In home page it said "Our Members Earn up to $0.01 per click",but every day my ads are about 0,00100 or 0,00050 per click,what happen???

It depends on advertisers purchases

But upgraded members get some $0.01 advertisements to click daily.
Ps. This is why it's write "up to"

when it's right to upgrated,know which i haven't any ref or if i have some refs first?

If you can get few direct referrals (through advertisement or friend invite) it's always better.

Concerning rented referrals, rather upgrade before think about it - with 60% more earning from them you will easily make a nice margin!
