can I use Payza for adding and paypal for withdrawing funds?

but no for bitcoin and perfect money

No,but in order to request your payment to Perfect Money/Bitcoin the summary of your Perfect Money/Bitcoin deposits must be higher than the summary of the deposits made via the other payment processors. If you request your payment and you do not meet this requirement your withdraw will get refunded.
