No,if you want to withdraw $164 you have to deposit $164 in case you did not deposit anything from that payment processor.

This is my first and I think last post .
I am member from Scarlet beginning , and what you say for Dimitrios Is true - one of best admin at all .
On first days - years Scarlet was one of most liberal site without different ''blackmail'' as others , like departed Grandbux and his SMART payment system, know your clients system , etc , to the now actual withdraw system what is on Scarlet too.
It is enough what every time when we make withdraw Scarlet together with payment processor take his provision , what is normal , to we be clear , but it is not normal to somebody force - push me to make withdraw on his payment processor choice .By the way it is still PTC sites what still work with Paypal as is Buxinside .
In beginning man can deposit and withdraw from different payment processor without any restriction and it was one of capital reason way I start with Scarlet .Don't like to some other make decision about my money - and this is some sort of this. After all work if I make some profit and money is on my balance it is my businesses - my decision on wot payment processor I will withdraw my money .
For the end to be clear , i like Dimitrios , its one of best admin , but Scarlet wit this one by one new rules is not site what it was , and I am very sorry for that as I loose my family member . To be frankly , I talk with couple of my friends , and we don't know what to do ... its altogether big investments - over a few thousands $ to abandon site , but now it is so bitter to stay ... what ''nice'' news bring tomorrow ??

If you read what admin wrote he says "As i mentioned this rule is much simpler and it will decrease the need for us to exchange funds through the payment processors therefor decrease the withdraw fees."

So, you understand which is the problem.
If the site has money in Skrill for example, but we ask payment in Perfect Money, tha will be more fees. And if the site loses money in fees, guess what, we will all loose too.

That's my point of view.

If paypal is not accepted, it should not be taken into account.
It is not fair.

We do not lay more, we can not go out.

Update 28/8 : We modified the rule so the deposits that were made from Paypal will not count since Payza is the payment processor that it's causing this issue,not Paypal.

So,let me give an example in order to make this clear.

Let's say that you have the following deposits/withdraws :

Paypal $1200 deposits/ $500 withdraws
Payza $500 deposits / $200 withdraws
Perfect Money $100 / $80 withdraws

Normally your primary processor was paypal but since it doesn't count anymore your primary processor is Payza with $500 deposits but now you want to withdraw to Perfect Money.
You can withdraw up to $20 so you will reach your PM deposits.In order to withdraw more you will have to deposit more via PM.
In order to make PM your primary processor you have to deposit more than $500.This way you will be able to make an unlimited number of withdraws to Perfect Money.
